Issue: dev-ada/xmlada-23.0.0-r1 installs '.a' files without static-libs USE.

The .a files that you see are covered by another use flag: static-pic that enable building static library compiled with -fPIC
The static-libs use flag, also supported, remove the ar library build without -fPIC
