In a Gentoo Prefix running on macOS 13, flex crashes at runtime with "flex: fatal internal error, exec of /Users/ec2-user/gentoo/usr/bin/gm4 failed"

ec2-user@ip-10-0-4-85 ~ $ flex
<stdin>:1: premature EOF
flex: fatal internal error, exec of /Users/ec2-user/gentoo/usr/bin/gm4 failed

During Gentoo Prefix bootstrapping, sometimes (but not always) flex must be invoked to build a package. This problem prevents the bootstrap process.
