Please note that limiting dependencies to a maximum version is merely a workaround, not a bugfix.

- Is upstream even aware of the problem? Is there an upstream bug we can track?

Upstream is aware of the bug, and their suggestion is to stop removing their embedded version of libfmt-8 and replacing it with the system one.

They have no bandwidth to fix this issue, but are willing to accept a patch that supports libfmt 8 and 9.  If anyone would like to help provide that patch, I'm happy to interface with upstream.  Metadata.xml includes the upstream github at https://github.com/kismetwireless/kismet for pull requests.

Any advice on how I should solve this asturm?

Switched back to upstream's bundled libfmt for now, in a revbump which is marked ~arch.  I need it to bake a little while but I'll get it marked stable soon so the older kismet ebuild can be removed.
