for those with pcmcia net adapters, ntp-client should start after pcmcia

Reproducible: Always
Steps to Reproduce:
1.configure a system with only a pcmcia net adapter
2.emerge and configure ntp
3.rc-update add ntp-client default

Actual Results:  
ntp-client starts before pcmcia (and network), and fails to resolve ntp server.

Expected Results:  
should start after all net devices are up.

ntp requires net which requires pcmcia
