The error that i get when emerge syslog-ng is:
cfg-lex.o(.text+0x40a) In function 'yylex':
:undefined reference to 'yywrap'

Once you chroot, you're inside a Gentoo Linux system, and no longer fall under the realm of the installation media.

I go it here too, doing a chroot install

Try remerging flex before merging syslog-ng.  If that fixes it, let me know.
