The current stable chromium-bin prevents from upgrading openh264 to the current stable version. Unstable chromium-bin work neither. This leads to skipped rebuilds / dependency warnings for emerge @world currently.

I believe, recreating chromium-bin against openh264-2.3.1-r1 would fix it.
