#   exclude = distfiles packages
in example rsyncd.conf excludes more than it should and should be changed to
    exclude = /distfiles/ /packages/


Reproducible: Always
Steps to Reproduce:
1. use local portage mirror example in rsyncd.conf
2. sync from it
3. # emerge depclean

Actual Results:  
depclean fails with "!!! You have no system list. Cannot determine system from
world." because of mistakenly excluded 'packages' file in the portage profile
