gnome-base/gconf is listed as one of the required packages in https://wiki.gentoo.org/wiki/Steam, is that still the case?
I do not know. Probably a better question for someone who maintains the steam stuff, like chewi@? I see quite a few outdated references to packages that have been removed, so it doesn't make me super confident in that page (e.g. dev-util/pkgconfig, x11-proto/*)
