Yes, it's caused by the add of the arts useflag. kde herd, I'd suggest to change this behavior, for example adding a new ebuild (slotted as arts or kdelibs) that will pull these environment files in, and arts and kdelibs will depend on it. In this way we'll avoid any possible collision as they are installed only one time.
