cgit failed install log

I cannot install www-apps/cgit when use emerge with custom ROOT value/

During install webapp_read_config refers to $ROOT/usr/sbin/webapp-config inside custom ROOT= selected by the user. 
$ROOT/usr/sbin/webapp-config cannot execute on the host machine when app-admin/webapp-config isn't also installed there. 
Python modules exist on ROOT fs but not on host fs.

Installing app-admin/webapp-config on host system works as a workaround, but it's very crude and not obvious solution. 

I'm attaching example log with failed installation.
