See https://github.com/pkgcore/pkgdev/issues/71#issuecomment-1135514526, but the gist is, this would make clear what pkgdev (and indeed pkgcheck) should consider fatal before committing.

It shouldn't be too hard to come up with a fatal list, we can just copy what's used for CI I think.
