I get this same error when trying to build any ebuild, including "emerge gcc" I'm not sure how to fix as long enough to even re-emerge gcc itself.

Reproducible: Always
Steps to Reproduce:
1. emerge (anything)
2.
3.

Actual Results:  
Error as specified above. Emerge stops.
