Bug 842024 – dev-util/intel-graphics-compiler does not support LLVM 13+

All visible versions require LLVM 12.  Please add a version that supports LLVM 13+.

Until https://github.com/intel/intel-graphics-compiler/issues/204 is not fixed, we cannot do anything. While it currently compiles with LLVM-13, it causes segfaults in runtime.

Cause is https://github.com/llvm/llvm-project/commit/b00cff56cfb15cbfa74cb512c9cee1c402cce55b, which needs changes by upstream in intel-graphics-compiler, which is currently not fixed. Unknown, when it will be fixed.

It looks like, upstream finally fixed it. Locally all is working and no segfaults with clinfo.
