Kernel 5.8 had a regression on ia64 that caused boot to hang in the following manner (log taken from glaubitz' report on the original bug):

From what I can tell this requires kernel 5.9 or later.  The install CD is currently using kernel 5.8.

This is fixed with install-ia64-minimal-20220216T032203Z.iso, but the install CD is still not in a functional state due to https://bugs.gentoo.org/845237
