I can not see a bug in the ebuild.
You have a "blocker"
Please read https://wiki.gentoo.org/wiki/Handbook:X86/Working/Portage#Blocked_packages

We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and less on individual systems.

I have had very good experience on the gentoo IRC [1] with questions like this. Of course there are also forums and mailing lists [2,3].
I hope you understand, that I will close the bug here therefore and wish you good luck on one of the mentioned channels [4].
Please reopen the ticket in order to provide an indication for an specific error in an ebuild or any gentoo related product.

For now, you may be able to turn off USE=braille on orca.

[22:53:58] <@sam_> WilliamH: Does brltty work with espeak-ng?
[22:55:15] <@WilliamH> sam_: I need to look at it, I haven't gotten to brltty yet.
[22:56:55] <@sam_> WilliamH: I ask because of bug 832160, I think it's caused by orca[+braille] (braille on by default) which pulls in brltty, and yet it also depends on speech-dispatcher which depends on espeak-ng by default now
[22:56:56] <+willikins> sam_: https://bugs.gentoo.org/832160 "app-accessibility/brltty-6.1-r1: need app-accessibility/espeak-1.48.04-r1, but app-accessibility/speech-dispatcher-0.11.1 need app-accessibility/espeak-ng-1.50"; Gentoo Linux, Current packages; RESO, WORK; hougelangley1987:bug-wranglers
[22:57:03] <@sam_> whereas brltty does not allow espeak-ng, just espeak.
