Filling a portage development bug, https://bugs.gentoo.org/describecomponents.cgi?product=Portage%20Development show the components "Tools" and "Third-Party Tools" but they are missing from the component selection options.

Reproducible: Always

Steps to Reproduce:
1. Fill a new bug
2. Select "Portage Development"
3. Check the component list
Actual Results:  
Missing Third-Party Tools and Tools

Expected Results:  
show the component or remove them from the documentation on https://bugs.gentoo.org/describecomponents.cgi?product=Portage%20Development

These components are no longer active.  Portage product is only for bugs in Portage itself.  Bugs in other packages should be reported into Gentoo Linux → Current packages.
