Compilation fails with an error:

> Project ERROR: Unknown module(s) in QT: scripttools

This error resolved, if dev-qt/qtscript[scripttools] use flag activated.
But then, I have new error (bug #821283):

> !!! dobin: /tmp/portage/media-gfx/qcad-3.26.4.0/files/qcad does not exist

I think, that qcad ebuild must be changed to require scripttools use flag of dev-qt/qtscript package.

Right. Since this package is coming from your local repo, you are the only one to fix that ebuild.
