vqadmin doesn't set domain limits when adding a new domain. It uses the file backend for some reason instead of the mysql limits. If you set for example max 3 email accounts then you can create 4 or more from the qmailadmin interface or the vqadmin interface. I can set correctly limits only with vmoddomlimits.

Note that I have the same vqadmin/vpopmail versions on a FreeBSD box and it adds correctly limits.

vqadmin does not support the vlimit table, and upstream development has stopped for nearly three years now.

you either need to use vpopmail without mysql or set limits manually with vlimit or in mysql...
