there is old code (dates back to Aug 2001) in prepall for aclocal handling which is no longer relevant due to the fact that we patch `aclocal` now

Tested/verified this against the tree, also are people in agreement over this?
I'm not to familiar with the various aclocal hacks throughout portage, hence the attempt to punt verification it can be chucked to you...

verified against multiple versions of about 600 different packages, the 'system' packages included

and azarah gave his blessing ;)

Up for notifying -dev then?  Assuming no general complaints (honestly not expecting any, just doing the motions), sure.

The only reason I can see for it, is it might move aclocal in /opt, etc to
/usr/share/aclocal - and I never encountered any there.  Not sure why it was
there in the first place.

Looking through the batch of bugs, I'm not sure that some of these are 
actually fixed in stable. Others, the requirements have possibly changed after 
the initial fix was committed.
