The function netmask2cidr is false. A patch that corrects the function follow.

Reproducible: Always
Steps to Reproduce:
1. $ . /lib/rcscripts/net.modules.d/helpers.d/functions
2. $ netmask2cidr 255.255.254.0

Actual Results:  
7 (whereas the correct result is 23)

Expected Results:  
23
