Comment says it all.
Please attach a log/output of emerge or the equivalent to support this claim, and your 'emerge --info'. If the version were missing, pkgcheck would have complained while I pushed it, and the CI would have marked the tree broken by now. I suspect that you haven't been updating your package manager and it fails to handle EAPI 8.
The only thing worst than not reporting issues when they happen is to report them like that. No steps to reproduce, no error message, just 'hey, something is wrong, now go and waste time on this issue that might not even be an issue'. Consider adding actually useful information to your next bug report.
