x11-misc/mozo should support python3_9. I tested it in ::local and it seems to work.

If another developer makes changes without even notifying me, there's a good chance that that will happen... It's on my todo list, so the fix will come soon. Can't help that the regression happened if someone else stealth fixed something in a repository other than the one where MATE's development takes place. Will get a fix soon.
