It seems that currently, the only way to get OpenOffice compiled with the right language is to define the LANGUAGE environment variable (LANGUAGE=34 for spanish for example) in the shell where you are going to issue the emerge. It doesn't even work if you set it on /etc/portage/package.keywords.
It would be much better if the ebuild would take care to define the right LANGUAGE environment variable when building OpenOffice according to the LINGUAS variable defined in /etc/make.conf
