I'd like to suggest a packages.mask.local or similar file so that local 
administrators can block packages for the purpose of automation. 
 
The first instance that comes to mind is where one wishes to mask out specific 
parts of make.profile/packages where appropriate (no reiserfsprogs if no 
reiserfs, no raidtools, no grub, and so on).
