When someone emerges gentoolit-dev, a message should be displayed informing the user of the related documentation available from the Gentoo Doc Project [Contributing Ebuilds (http://www.gentoo.org/doc/en/ebuild-submit.xml)].
This would help developers learn how to properly submit ebuilds, as gentoolkit-dev is used mainly by ebuild creators.

I'm inclined to say no on this one... gentoolkit-dev is aimed at developers, not end users. There might be a suitable doc, but this isn't it.
