If someone could add python_single_target_python3_9... I'd like to test www-apps/radicale against mod_wsgi with python3.9, which requires mod_wsgi to offer python3.9 support as well. Motivation: I was notified by the CI interface to do so for radicale.

emerges with 3.9 but no tests nor indication if this is supported
