The v2 CLI is only distributed as an installer, and now uses a self-contained Python runtime. It's also incompatible with the v1 CLI for a handful of commands. Perhaps this should be a separate slot of `dev-python/awscli`, or maybe a different name entirely since the python nature of it is now hidden.

awscli v2 will not be added into Gentoo since the way it is distributed is just an archetype of how to no do it. See comments on https://github.com/aws/aws-cli/issues/4947 for reference.

We're not going to package a Python script that bundles it's own vendorized Python runtime.
