Hi, 
why so much global USE flags are only for php stuff? Its little bit confusing, for exam session, tokenizer ... not much clear.

They exist in multiple packages, and hence fit the requirement to be global use flags versus local use flags.

They are presently used in:
php, mod_php, php-cgi (these are in the tree)
plus a number of other php ebuilds for other webservers (that aren't in the tree but do exist experimentally)
