This is because of dependency ">=media-gfx/iscan-2.21.0", which is satisfied by "media-gfx/iscan-3.65.0" (which is a newer version of iscan called utsushi, which doesn't contain iscan-registry). The dependency should pull in only 2.* version.

As a workaround, you can install =media-gfx/iscan-2.30.4.2-r1 by hands.
