Issue: sci-libs/spqr-2.0.9 fails tests.
Discovered on: amd64 (internal ref: tinderbox)

This machine uses a clang/LLVM toolchain.
If you think that this issue is strictly related to clang/LLVM please block bug 408963. If you think that this issue is strictly related to the LLD linker, please block bug 731004.
This machine uses also GLIBC-2.32. If you think that this issue is strictly related to GLIBC please block bug 736174.

I think we have underlinking to blas here:

ld.lld: [0;31merror: [0m../Source/.libs/ undefined reference to dnrm2_

It wouldn't show with openblas but with netlib it will.

OK, this is weird, blas is detected and should be linked against but `-lblas` is missing from where it should be.
Could I have the matching "config.log" and may be "Source/"?
