emerge hal stops with a fatal error, reporting that "XML::Parser perl module is required for inittool".  the latest ebuild of perl and libperl are already on the system.

Steps to Reproduce:
1.emerge hal

Actual Results:  
fatal error 

Expected Results:  
successful compilation
