I'm hitting this on amd64, but not arm64 (I checked that the test doesn't get skipped on arm64)

This "version bump" removes option to not install sphinx by USE="-doc", please return this option (was OK in 10.0.0)

I get this test failure with clang-11.0.1 (on amd64).
