New ebuild

Modified from the 3.8-r1 ebuild.

Removed the deprecated useflag requirement for Guile, and extended the modification of tests to a few more files. Also removed some docs that are no longer present (*win32-bin.txt, README.HBCI and README.OFX).

Finally, had to disable stripping, because the `.go' files from Guile look like ELF files, but can't be stripped. Hopefully, there's a better way to do this. Ebuild and diff to 3.8-r1 is attached.
