This one is too messy to adequately summarise.

- Lots of conflation of "perl" with licenses with a different "GPL" disposition (ie: GPL1, GPL2, GPL2+ ) than the perl license dictates.

- Lots of files with BSD-like licenses
- Lots of test files cribbed from older perls, libc, gcc, all with fun licensing stuff to analyse ( LGPL and friends )
