Due to several problems: 
- the emerge man page seems to have been moved to 
/usr/share/man/man0/emerge.1.gz.  Note, however, that the section number in 
the gz file itself should be 0, i.e., the file should be emerge.0.gz 
- /etc/man.conf still does not include 0 in MANSECT as shown below: 
MANSECT         1:8:2:3:4:5:6:7:9:tcl:n:l:p:o 
 
Fix: 
a. rename emerge.1.gz to emerge.0.gz 
b. Change MANSECT in /etc/man.conf to: 
MANSECT         0:1:8:2:3:4:5:6:7:9:tcl:n:l:p:o

Forgot to add: all files in /usr/share/man/man0 have incorrect section numbers 
as shown below: 
chkcontents.1.gz 
ebuild.1.gz 
ebuild.5.gz 
emerge.1.gz 
make.conf.5.gz 
make.defaults.5.gz 
pkglist.1.gz 
pkgsearch.1.gz

this is due to an already fixed 'doman' problem.
anyway .. portage 2.0.33_p1 is available.

ugprading will automagically fix the problem.
simply do:
emerge rsync && emerge portage && emerge -c portage
