After the update to plasma 5.18.5 I have a completely messed up keyboard layout. A new profile temporally solve the problem but as soon as it is saved (by saved any change in system setting) or login out completely, the keyboard layout is again messed . I have tried with several one of them (US, ES) variant (international, traditional), keyboard models, etc. an in all case the keyboard is messed. I have tried with the laptop keyboard and with an external one and seems to be the same. If I crt + alt + f1 and open a console, the buttons are correctly mapped. In SDDM is also correctly mapped. When I said messed I mean that letters and f keys continue to be in its position but every other button is mapped elsewhere (up is now print, left is alt gr, right, page up, ends, ins seems to not be mapped at all, page down to / , start to pause, screen capture to delete, alt gr to number pad enter, control to next) Writing with this setup is quite complicated and now I cannot go back to any version that does not have the bug. Meanwhile, check if configuring your device with INPUT_DEVICES="evdev" in make.conf works for you.
In case you have a custom xorg keyboard configuration, please attach it to this bug. Any chance you have recently switched from evdev to libinput?

Compiling with INPUT_DEVICES="evdev" solve the problem. Can I keep this configuration or it is going to be deprecated? Should I report upstream?

I have emerge X.org with INPUT_DEVICES="libinput" and restart the display manager and seems to be working.
I think I have been overly optimistic in my previous comment. I have just recompile with the new version and done a full reboot and the same problems appears. Sorry for messing up. I do not know you I can help debugging this.
Any change with 5.24.6 or 5.25.3?
Sorry for not answer to you previous comment but I have just recently been able to reinstall gentoo in a computer. I do not have the bug anymore With plasma-meta-5.25.5
