When I emerged mew-4.1 then .emacs.mew and .mew was copied to /etc/skel (with etc-update).
But  it is not suitable , i think.
Other app-emacs ebuild does not copy its dot-files to /etc/skel.
/usr/share/mew is better to install mew's dot-file(mew.dot.mew, mew.dot.emacs).
