The launchpad homepage [1] is definitely dead. There seem to be some new releases from [2] but it's unclear if it's moved, forked or just internal Debian maintenance fork. I can't find a bug tracker there, and the old one on launchpad is dead. If we can't find a proper upstream that accepts bug reports for this package, we should aim to remove it. I've gotten a reply from the current maintainer. Basically, upstream is gone and Debian is keeping this on life support. We can try filing Debian bugs. I've also submitted a few merge requests to keep this alive for a while more but I suppose we should discourage people from using it.
Also the tests fail when using distutils bundled in setuptools.
