Just finished migration from 17.0 to 17.1 profile
Re-merged all packages (including depclean). This is the last one remaining:
emerge ipsec-tools-0.8.2-r5 failes to compile
 * ERROR: net-vpn/ipsec-tools-0.8.2-r5::gentoo failed (prepare phase):
 *   patch -p1  failed with /etc/portage/patches/net-vpn/ipsec-tools-0.8.2-r5/ipsec-tools-openssl-1.1.patch

Version is no longer in tree. Still an issue?

I don't know, it's one year later now.
I got rid of ipsec and probably the software which needed it too ...
