needed for sage, currently in sage-on-gentoo overlay

BriAL is the the successor to PolyBoRi.
As PolyBoRi, BRiAL is a C++ library, which provides high-level data types for
Boolean polynomials and monomials, exponent vectors, as well as for the underlying polynomial rings and subsets of the powerset of the Boolean variables.

Hi, I created another ticket for the same thing (I should know enough to search by now, but I don't) and have added sci-libs/brial to ::gentoo.

Unfortunately, the sage SPKG does not just install the library, but also a python module called "sage-brial", which means that the library alone cannot replace the SPKG for now:
