This one gets built within xml-commons-1.0b2 (Bug#71686).
Shall the built be separated to build only the which.jar?
This is not too much effort to provide, so simply drop
a comment.

If it gets built from source I dont think we need to provide a seperate build. If it does not, then we should.

Since its built from source , I am making this bug a dependency on xml-commons

As xml-commons provides xml-commons-which, and I don't see why we would want both (in fact, I don't see why we want to keep xml-commons-resolver either), I'm closing this.
