I have the same problem. I was running gentoo testinting on my laptop (intel Sandy Bridge), when I realized the high usage of cpu when watching a video on youtube, so I tried to install the libva-intel-driver package, but there are always errors when trying to install. Same here. This will become more of a problem since gcc-10.1.0 was officially released on May 7th, 2020, and it's ~amd64 now. Also note that 2.4.0 (non-pre1) was released upstream, so a version bump would be in order as well. I've opened a request for a (pre-)release upstream to incorporate their gcc-10 build fixes (#503 and #509) as #510 (see https://github.com/intel/intel-vaapi-driver/issues/510).
I've just confirmed that a live build against upstreams current master/HEAD builds just fine. Therefore once a new release out, we can just version bump the ebuild and close this issue.
A new version of intel-vaapi-driver (2.4.1) has been released on the project's github (https://github.com/intel/intel-vaapi-driver/releases).

Apparently a tag was made for 2.4.1 upstream, but no official release yet, it appears.
Now version 2.4.1 has been released (https://github.com/intel/intel-vaapi-driver/releases/tag/2.4.1). I compiled on my machine and everything worked out.
