I also have this configure error even though I have clang installed. When I apply a temporary fix by creating a symlink: /usr/lib64/libclang.so -> /usr/lib/llvm/9/lib64/libclang.so.9 I ran into another accident right away: -- Found /usr/lib64/libclang.so -- Testing if /usr/bin/python2 can be used to run sip_generator -- sip_generator self-check for /usr/bin/python2 failed -- Testing if /usr/bin/python3 can be used to run sip_generator -- sip_generator self-check for /usr/bin/python3 failed -- No usable python version found to run sip_generator for the PythonModuleGeneration Module. I have Pythons 2.7 & 3.7 installed.

My problem was that not all qt5 packages updated automatically to the new version. Show the output from eix -C dev-qt -Ic and update all qt-dev packages manually. I think that fixes the problem.
