the same happened to me after upgrading from dev-libs/openssl-1.0.2t-r1 to dev-libs/openssl-1.1.1d-r2 Version 1.10 of net-libs/libircclient builds fine here.
Same result here with 1.8: OpenSSL not found. Masked 1.8 and compiled 1.10 with no errors. I did notice one thing though. net-libs/libircclient-1.8::gentoo USE="ipv6 ssl threads -doc -static-libs" net-libs/libircclient-1.10::gentoo [1.8::gentoo] USE="ipv6 ssl threads -doc -libressl% -static-libs" 1.10 showed that -libressl% was being removed. Yet libressl flag is not available with 1.8. With the 1.8 configure error being "OpenSSL not found" and 1.10 removing -libressl%, might help with finding why 1.8 is not finding openssl.

This interpretation is incorrect, if the flag was being removed, it would say (-libressl%). In this case, it is showing it as a new, but disabled flag.
