The files /etc/plasma/startup/05-ksshaskpass.sh and /etc/plasma/startup/10-agent-startup.sh stopped being sourced after upgrade to current plasma-workspace-5.16.90.1

The corresponding kde-bug suggests using the directory /etc/xdg/plasma-workspace/env for exporting environment variables: https://bugs.kde.org/show_bug.cgi?id=412468 

Reproducible: Always

Steps to Reproduce:
1. edit /etc/plasma/startup/10-agent-startup.sh to enable gpg-agent and/or ssh-agent
2. logout
3. login
Actual Results:  
No usable SSH_AUTH_SOCK. (gpg-agents seems to start ad-hoc now and is thus not a real issue)

Expected Results:  
Working setup with ssh-agent/gnugp-agent and properly exported SSH_AUTH_SOCK.

My current mitigation was copying the file to ~/.config/plasma-workspace/env/10-agent-startup.sh
