Do you have app-text/html401 or app-text/xhtml1 installed? If not, could you check if none of the files in /etc/sgml reference them?
Comment 6 Conrad Kostecki gentoo-dev 2019-09-16 18:00:35 UTC

Both packages are not installed.

>>> /etc/sgml/html401.cat
>>> /etc/sgml/xhtml1.cat

Both *.cat files from that packages are not referenced there.
Comment 7 Conrad Kostecki gentoo-dev 2019-09-16 18:24:00 UTC
I think, I see the problem.

All *.cat files are just empty. Nothing in there?!
Comment 8 Conrad Kostecki gentoo-dev 2019-09-16 18:37:03 UTC
Yep, after I reemergeed all packages for *.cat files, there are not empty anymore and compilation works now. Close for INVALID?
Comment 9 Michał Górny archtester Gentoo Infrastructure gentoo-dev Security 2019-09-16 18:38:49 UTC
The old eclass causes the old files to be removed in postrm but the ebuilds have a hack to restore them. I'm wondering if the former misfired and made them empty instead of removing, or the latter misfired and didn't restore them properly.

At least, it is not a single case, as two gentoo machines showed the same problem with empty files.
Comment 11 Michał Górny archtester Gentoo Infrastructure gentoo-dev Security 2019-09-16 19:18:18 UTC
Do you have build logs from the sgml package upgrades still? Could you check for some postrm error messages (should appear below removing old files).

Also, were the /etc/sgml files 0-bytes-empty or did they maybe contain empty lines or sth?

Sorry, not saved anymore :/

Not 0-bytes, but just one empty line.

Yeah, I suppose that might have caused the old eclass not to remove them, therefore not to trigger the replacement. I suppose I should try cmping them instead.

I've pushed a potential fix just now. Please let me know if you hit it on any other systems.

At least I can say, a third gentoo system was unaffacted. Since I only have three systems, I can't tell more.

I will close now :-)
