emerge always reports the following message, no matter what option is chosen:

 # emerge --help
!!! 'str' object has no attribute 'insert'
!!! 'rm -Rf /usr/portage/profiles; emerge sync' may fix this. If it does
!!! not then please report this to bugs.gentoo.org and, if possible, a dev
!!! on #gentoo (irc.freenode.org)

Actual Results:  
!!! 'str' object has no attribute 'insert'
!!! 'rm -Rf /usr/portage/profiles; emerge sync' may fix this. If it does

I had the same problem a few days ago. Check bug #63400.
