This looks very much like bug #646380.  I ran into a similar error with net-dns/bind-9.12.3, and traced it to a particular combination of USE flags.  I ran into the same problem with net-dns/bind-9.14.4, except that this newer version also introduces the problem when linking with OpenSSL, so it applies to more USE flag combinations.

I describe the problem more thoroughly and provide my attempts to patch the problem in bug #646380.  Note that I am not really familiar with autotools, and so the fixes are mostly trying to reuse other tests I found in the scripts that appear to work.  In order to work with net-dns/bind-9.14.4, I made a modification to the ebuild (provided as an attachment) that may be reverting a fix to some other bug, but I am not sure.

Taking a cue from https://bugs.gentoo.org/show_bug.cgi?id=646380

I changed my USE flags as follows:
   net-dns/bind -dlz -ldap -berkdb

This then allowed a successful emerge.

I am using this copy of bind as a local mirror for my main DNS server, which is on a 32 bit VM - so that installed just fine at version 9.14.4.

I had ldap set because I had an idea a while ago to use ldap, but never got round to it.
I have no idea what dlz does, and after testing 9.14.4 without it it seems I don't need it.
I really don't know what bind would use berkleydb for - but it appears that I didn't use that either.

So, this may be a workaround for some folk.

I have dlz and ldap, but disabling berkdb was sufficient for me.

I went back and did this and it also works for me. So a workaround for anyone who doesn't knowing use berklydb.

Still, if its offered as a USE option, it should work - particularly in a stable package. Not sure why this was made stable, and all other stable versions removed from portage.

can someone also provide the config.log? Apparently LDFLAGS has libdir hardcoded, but I want to look a little bit more deeper
