I also see this; texmf-update let me build successfully texlive-basic but it does not resolve the issue with texlive-basic

obviously, I meant texlive-latex at the end  -- sorry for that

This happens when there are still dev-texlive packages from previous versions installed. Just unmerge all installed dev-texlive/* packages from previous versions and it should work.
This command removes all 2017 packages.

emerge --unmerge --deselect=n $(equery list --format='$cp' -f dev-texlive/.+-2017)

Hello,

I had the same fmtutil[ERROR].

After manually 

emerge -1 texlive-fontsrecommended texlive-fontutils texlive-plaingeneric
texlive-pictures texlive-langenglish texlive-langgerman

it was possible to emerge texlive-latex WITHOUT errors.


I suppose that texlive-langenglish and texlive-langgerman have to be installed before texlive-latex. But this has to be confiremed by someone.

I can not confirm this. I had unmerged all texlive related packages before installing the 2019 version. Even so I got the fmtutil[ERROR].

You could try
texmf-update && fmtutil-sys --all

I have first emerged texlive-langenglish and texlive-langgerman then the bug was gone.
