The same as bug 640440 for VMD... at the end I think the only workaround is to inform people in the fetch restriction message that they need to ensure the file is properly compressed. I would then redo the Manifest for the plain .tar and tell people to unpack if needed (as some downloaders will download a real .tar.gz while browsers like Chrome will download a .tar file)
